Many shipping companies rely on Filipinos born and trained in the Philippines to sustain its development objectives. Industrious and skilled, Filipino seamen are believed to be the best in the world. Filipino mariners are frequently on the job in the oil tankers and ships of Panama, Liberia, Cyprus, Bahamas, Jamaica, Greece, Malta, Singapore, Norway and the Republic of Germany.

Sverre Rognvik, the Manila representative for Wallenius Wilhelmsen, Norway's biggest shipping line, has been working with Filipino seamen for over two decades. "Filipino seamen are well trained and are known all over the world for their reliability", he says. "Even in the United States, if you say you have a Filipino crew, they say: No problem."

The Japanese have recognized the outstanding quality of Filipino seamen. The 30,000 Filipinos working on board Japanese ships constitute 80 percent of the total work force requirement of Japanese vessels. Not a long time ago, Japanese seamen dominated the oceans of the world. However, improved chances onshore, brought about by Japan's advancement, saw them slowly being replaced by Filipino seamen.

Filipino seamen now dominate the international waters. Filipinos who work overseas obtain employment as seamen, getting aboard every form of ocean vessel, from cruise liner to cargo ship to oil rigs. Although the merchant marine community with its 1.25 million seamen is a worldwide community with international crew, the Filipino seaman is an omnipresent sight. The Philippines today comprises the biggest supplier of ship crew with nearly 300,000 seamen, over 77,000 of which are merchant marine officers. The degree of community between the Philippine seamen is much higher when compared to other nationalities on the ship.

Philippine seamen are one of the most technically competent and well trained of Philippine overseas workers. Even after completion of maritime studies, they continually have to upgrade their skills to keep themselves at par with the world's best. Philippine nautical schools have responded to the worldwide challenge by providing courses of instruction that match or surpass global criteria for maritime education. These standards are integrated in the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers (STCW), 1978, as amended by the International Maritime Organization.
